Dr. Angelicque Tucker Blackmon, Ph.D. Director of Research for CASL and CEO at Innovative Learning Center, LLC. She is an accomplished STEM Education leader, entrepreneur, administrator, evaluator, and researcher with deep program development, evaluation monitoring, and management expertise. She leads 29 complex initiatives with a strategic vision toward reports and instrument development. She directs the research unit of a $9M broadening participation in STEM center, leading university faculty to advance knowledge on HBCU STEM leadership and develop a culturally specific leadership assessment. She successfully cultivated and sustained sponsorships at local and federal levels, working with clients to secure over $24M in funding for impactful STEM education programs. Dr. Blackmon is proficient in research compliance, with over 35 Institutional Review Board (IRB) applications authored or co-authored to uphold ethical standards in human subjects research. She is experienced in database design for qualitative and quantitative information management, supporting data-driven operations. Dr. Blackmon has authored over 50 technical reports, peer-reviewed publications, and conference presentations illuminating the impact of philanthropic and federal dollars to advance equity and diversity in STEM education amongst K12 students, college and university faculty, and students. She has a proven track record of maintaining efficient financial oversight and building high-performing and diverse teams that align with program goals.
